"Every life is great"which is marked on the wall of teaching building in WUCHANG PeiZhi School. Every life has its meaning to exist. Modern society is a people oriented society, which advocates the equitable thought of that everyone is equal. Achievement of the thought is more valuable and important to handicapped people, which means to give handicapped children the same education treatment as normal children enjoy in the aspect of education. Under the background of that all targets of national 11th five-year plan are achieved and 12th five-year plan is being launched, the new round of improving teaching level is initiated and the change of special education's current situation of weak position in education is imperative.Based on the theories of sociology, pedagogy and psychology and applying means of documents, questionnaire, statistics and interview, this text is composed to investigate and analyze P.E.teaching, qualified teachers, P.E. facilities and extracurricular P.E.activities of 18 P.E.teachers from 8 special education schools in WUHAN(ZhongShan Special Education School is not included).The results show that the positive and the negative coexist. The positive involve that age composition of P.E.teachers, school age conformation, education background makeup and professional ranks and titles are reasonable, which suit special education regulations, P.E.courses are implemented well, school-rank sports competitions are carried out well in special education shools, P.E.teaching group is a group caring and loving disabled students, loving special education career and possessing spirits of socialist humanism. The negative, such as serious disproportionally of part-time and full-time P.E.teachers making few full-time teachers with heavy work, deficiency of professional knowledge of P.E.teachers in the special education school, shortage of sport facilities in the special education school leading a large gap from the national standard, lack of unified and normative text books in the special education school, poor launching of morning exercises, attract much more attention.Aimed at problems existing in special education in WUHAN, corresponding countermeasures and suggestions are provided: more attention should be attached and more funds should be invested in special education by all levels of government and leaders, special education teachers'treatments and social status should be improved, special school teachers'cultivation and training should be completed, more funds should be invested to improve special schools'site and facilities, special school text books'system should be exploited and constructed positively and new kinds of extracurricular P.E. activities should be developed and probed actively.
