With the increasingly development of Internet, the education industry has accelerated the pace of the digital. In recent years, education resources asking for digital school are more and more exigent, especially for courseware resources. However, because the digitalization of courseware resources continued to increase, the diversity of courseware resources still existed and the physical position of courseware resources scattered. These shortages have caused a series of questions.In order to resolve these problems, semantics is required to be expressed in a formal and unambiguous way. Metadata standard is the criterion proposed for unifying the description of resources, and Ontology is the technology proposed for expressing semantics and realizing a certain extent of reusing and sharing. So, in this paper, metadata and Ontology are used to resolve these problems from the description and organization of learning resources, and semantic-based information retrieval.In view of these current problems and defects in the digital campus, such as sorting management, the using of resource, the registration or publication of resource, the search for the courseware resource, and so on, this paper carried out a research and designed Ontology-based Courseware Resource Administration System. Meanwhile, we introduced a series of technologies of ontology include the construction of ontology, the expression of ontology, and query of ontology. This paper elaborated the method of ontology-based semantic modeling and the semantic support of ontology in OWL and build courseware resource ontology with the OWL language. We use the semantic resource annotation based on metadata and Ontology. To make the annotation flexible enough, a new method that separates the annotation and raw resource is also introduced. We also introduced the critical technologies about navigation and semantics retrieval. Finally, we initially realized the Ontology Courseware Administration System and improved its practice use.
