A large number of underachievers mean that they can not promote themselves and even their physical and spiritual growth can be affected. Underachievement is related closely to the effectiveness of basic education reform, related to the status of realizing social justice and modernization and to the happiness of many people involved. This paper focuses on studying an underachiever by many interviews and observation to make out his underachievement characters, delicate and complicated relations involved, summarizing the causes. As a result, appropriate countermeasures are given. Here are three main causes from family, school and underachiever himself elements accounting for underachievement. First, the laissez-faire parenting style and rude behaviors are not conducive to develop a good learning habit and method; the parent-child relationship without love, warmth and understanding plays a positive role in the underachiever forming self-isolation and strong defense and other personality traits; low expectation and cognitive bias on education from parents make the underachiever's laziness and misunderstanding of cleverness. Second, examination-oriented and discipline-oriented educational method and the concept of ignoring underachievers'needs and development affect teachers'behaviors and attitude towards underachievers; teachers affected by traditional view on teaching focus on the inculcation of knowledge and the realization of cognitive objects; while teaching, they fail to bring the underachievers'initiative into full play and cultivate students; inharmonious teacher-student relationship has effect on establishing a good atmosphere with trust, understanding, communication and cooperation. At last, the underachiever elements such as laziness, a cognitive bias against cleverness, lack of good learning habits and motivation lead not to studying hard. In a word, failing to provide the base for study, family education becomes the basic element causing underachievement; failing to make up for deficiencies caused by lack of family education and paying little attention to underachievers'development, school education becomes dominant element; the low efforts of the underachiever is the closest and most direct factor. During the process of improving underachievement, it is important for teachers to stimulate his motivation, develop interests and correct the attitude. Therefore, improving underachievement becomes his need for development. Teacher and parents try their best to help and encourage the underachiever to form learning habits and methods. Teachers need to focus on his demands and potential and highlight the function of "cultivate students". Parents need to clearly put forward the demands and expectations of his child and create a good family atmosphere. Communication difficulties between Home and School should be overcome to develop mutual effectiveness of education.
