With the accelerated process of industrialization and urbanization as well as the loose of household registration system, a lot of the rural labor force get out of there home and flow out toward the cities. Accompany with the rural labor force transferred process there are some certain rules, in the one hand, male's flowing is more than female, in the other hand, unmarried women transfer more easily than those who get married. When large of male workforce flow into the big cities, women are left in the rural areas, they have to undertake almost all the housework and agricultural production work, educate children and look after the elders of the families, they also have to bear with the separation with there husband, the impersonation of multiple roles aggravate mental state burden of the women, while they are still have little time to learn and make progress to themselves.In the long process of the economic and social development, social culture had different role expectations between men and women. This gender concept affected men and women's division of labor, influenced the opportunities to accept education, and so on, moreover, under the dual system the household registration system for rural residents and labor market have more restrictions for the people in rural areas especially for women to share social development achievements. These all led to home-remaining women's terrible living conditions. But at the same time, left-behind state also brings opportunities to women, such as improving their position in families, get more chance to participate in social activities, have more training opportunities, and so on. The ultimate objective of gender theory is to realize the equality of men and women, so as to promote social fairness. Gender mainstreaming considers that social development and decision-making in public policy making should consider gender consciousness, through all kinds of social system and social policy, social organization's efforts to achieve the goal of gender equality. This article describe a variety of difficulties that home-remaining women face with, then analysis the reasons from history, social and culture angles bases on the gender theory, take the opportunity of the construction of new rural and harmonious society, from the gender mainstreaming perspective discuss the necessity of the public policy in improving living conditions for this group, then put forward some corresponding countermeasures.
