At present, the size of graduate education of China is among the highest in the world. However, the overall physical and mental qualities of graduate students are declining, and the situations of health qualities and physical activity attendance of the graduate students have changes a little compared with ten years ago. That is due to the imperfection of the Chinese physical education systems of the graduate students and lack of concrete implementation of the educational programs. As the major basis for graduate education, higher educational institutions should insist on the principle of people-oriented education and try the best to keep on improving the situation of physical education for graduate students, enhance the students to cultivate possible physical exercising habits, satisfy the students physical exercise demands, improve the students'health qualities and guarantee the balanced development of graduate-level education in colleges and universities.This paper is based on the relevant educational theories and literatures. It recruits 511 graduate students,112 educators and exporters from 15 normal higher institutions in Beijing. It applies literature reviews, questionnaires, expert interviews, case studies and other research methods, and conducts in-depth analyses from various perspectives on the current situation of physical education programs that have been used in the normal colleges and universities in Beijing. The paper aims at exploring the divers factors and problems among higher-level physical education, and try to raise possible strategies to support the educational theories, improve the development and enhance the educational systems for current and future graduate-level physical education programs, in order to cultivate more physical and mental healthy talents for the society.The results of this research include:1 There are relevant rules and regulations of the requirements on providing physical education for graduate students, but the items are not clear and specific. The higher education institutions provide graduate-level physical courses randomly. 2 The graduate students have strong demands on physical education and the gym teachers in general in favor of providing postgraduate level physical courses. However, at present, most of the higher education institutions in Beijing do not have the tendency to set up graduate level physical programs.3 Compared with other relevant research data, currently, the higher education institutions in Beijing have a decreased tendency on the setting up of class hours, curriculum, semester amounts and other indexes. The Department of Physical Education in Renmin University had physical courses for graduate students from 1983 to 2007 and stopped the classes since 2008. Beijing Jiaotong University reduced the class hours of graduate physical courses, as well. Case studies indicate that the educational length reform is one of the reasons for stopping and reducing graduate physical courses, too.4 The universities that have physical courses for graduate students are all setting them up as optional ones with two semesters'education and limited student numbers. The graduate students have a satisfactory feedback as 60%. The class time and venue arrangement situation reflects that they cannot fulfill the students'requirements.5 Badminton, swimming, table tennis and tennis are the most favorable items of the graduate students. Among the six universities that have course for graduate students, only Peking University and Tsinghua University have the all four items. Peking University, Beijing University of Posts and Telecommunications and China University of Geosciences do not have badminton, swimming and tennis courses. The other two universities have only two of the item. In general, the current curriculum setting of physical courses for the graduate students are disconnected with students demands.6.The main factors that restrict some colleges and universities to offer graduate-level physical courses are:student attendance, scattered location of the students, compression of the academic duration, course credit setting, workloads of the educators, teacher qualities, sports facilities, funding and others.7 The successful experiences of Tshinghua University and the experiences of the failure of others demonstrate that the relevant sports departments should insist on the concept of people-oriented education in order to guarantee the success of physical education programs for graduate students.
