Financially students who have difficulty in learning are a common problem in the process of World education practice, also are inevitable problems. Our country executes nine-year compulsory education, High school students are not accepted from the best students in primary school, they are up to the high school because of "Natural amount". Along with the increase of knowledge difficulty in junior high school and the mental changes of adolescent students, two polarized phenomenon are very serious in junior high school. The total number of financially students who have difficulty in learning in junior high school is higher than primary school. Junior high school students because of the special psychological period show serious problematic behaviors in class and these affects the normal classroom teaching. Under this circumstance, teachers always have two ways:(1) focus on the teaching and the best students, neglect the financially students who have difficulty in learning (2) Insults and punish them to keep a good teaching environment.The author researches the reason of study difficulty and the produce of problematic behaviors among financially students who have difficulty in learning in high school through questionnaire investigation, class observation and interview, the main reasons are:students are disgusted with teacher's behavior, are not adapted for the school environment; the lack of family education, unsuitable teaching method from parents; the mislead of the idea "uselessness of study" and the effect of the "junk" culture, interests of themselves and so on. The reasons that teachers take actions for the financially students who have difficulty in learning are lack of responsibility and study consciousness, the limited of teacher's ability, immaturity of relevant theories, effect of exam-oriented education and so on.Because the reason for the production of the financially students who have difficulty in learning is complex, not only for student's innate qualities, but also the effect of family and society, so it is impossible to change students'learning condition only through class. But teachers can't refuse to make great efforts for the financially students who have difficulty in learning. Classroom is a main place for the students to study, great educator Herbart once said:"If not strong and gently catch management in the teaching of rope, any homework is impossible". It's enough to reflect the importance of classroom management for study. It is difficult to change students study behavior, but teachers can control the number of financially students who have difficulty in learning through the optimization of classroom management strategy, and make the students get some improvement based on the current study. The author gives some classroom management strategy which referring to relevant theory research and education practice. The strategy are:teachers improve their own quality, and make a good environment between teachers and students; teachers improve professional qualities, and attract the students attention during the class; Recessive management, avoiding direct conflict between students and teachers; set a goal, carry out an orderly management.According to the above management strategies for the financially strapped students, the author did an experiment research for a year at Minzu Middle school in Shi zhu Town, Chongqing City, The research results have verified the effectiveness of classroom management strategy. The results of the study are to our teachers who engage in teaching for years in the management of financially strapped students.
