The National Long-term Plan of Education Reform and Development for 2010-2020 puts forward that education reform and development should implement the policy of giving priority to the development of education, students-based education, innovation, promoting equity, and improving quality in the following decade. One of the tasks for compulsory education is improving its quality. After the enrollment ratio of compulsory education has reached a considerable figure, how to improve the quality becomes increasingly important.In Education Year in Review 2009 issued by the World Bank, it stated that the quality and equity of basic education should be focused on. Even, the early 1999 Education Sector Strategy pointed out that access is only the beginning, quality is the key. Its contribution in education is no longer just providing education loans simply; its role has gradually shifted to a knowledge bank. The World Bank has done research on the quality of education since 1990s.Both its theories and relevant practice are extremely abundant.There is a long period for the World Bank to first pay attention to the education field; it is not from the founding that it focused on education. First concerning basic education and the quality of basic education took a lot of time. At present, the World Bank treats education as one of the fields that it mainly cares. And the latest World Bank Group Education Strategy 2020 has released.The World Bank focuses on the quality of basic education, see "the World Bank Annual Report", "Education Year in Review" and "Education Sector Strategy". Especially the 2011 new promulgated "World Bank Group Education Strategy 2020", with the theme "Learning for All: Investing in People' s Knowledge and Skills to Promote Development", enhances the understanding of the quality of basic education.In fact, since the late 1990s, the World Bank has carried out plenty of researches and projects on improving the quality of basic education. It proposed a conceptual framework based on education outcomes, advice on how to improve the quality of education in practice. Besides, it emphasized the importance of carrying out impact evaluation. This paper holds that there are a lot of tips to learn from what the World Bank has done on the topic of improving the quality of basic education. Especially, focusing on the learning outcomes as the core in the quality of education, diverting from input to outcome, distinguishing between learning and schooling, and attaching importance to parents'participation in school education.
