Continuing education and training to the primary school teachers is a significant part of the teachers'growth. The teacher training of Henan's middle and primary schools takes five years as a cycle. In every training, powerful methods and measures are taken, which consume a lot of manpower, material resources and financial resources, but as the teachers are a huge number, especially a considerable proportion of which are rural teachers, the results are not very good, and the performance and level of the training are very low; what's more, since most trainings are taken off-job, which occupies the teachers'rest time and holidays, the teachers complain a lot. The efficiency proves low in organization, management, and evaluation. In late 2009, Henan Educational Administration issued "Henan Province Implementation Suggestion of 2009-2013 Continuing Education of the Middle and Primary School Teachers ", which marks the starting of a new cycle of the middle and primary teachers' continuing education. In this work, on-the-job training involves more manpower and a wide coverage, so as to become the most difficult and heavy task. In various regions, different patterns and means arise with many training modes. With the coming out and spread of new technologies and new educational ideas, teacher training and professional growth gradually adopt new means with the improvements of educational technologies, so as to solve the more and more protruding contradictions, when the rise of e-learning is accepted by vast teachers due to its unique superiorities. But with the implementation and spread of e-learning, its limitations are cognized in the practice of teacher learning. Judging from the processes and results of the several periods of teacher training I took part in, no single measure can achieve satisfactory good results, while blended learning integrates the superiorities of internet learning and face-to-face learning, which can well solve some problems in current teacher training.After referring to a lot of training experiences of other schools and other provinces and the blended employee training cases of some enterprises, the writer analyzed the effectiveness and feasibility of introducing the blended learning into the primary school teachers'on-the-job training, and made the relative planning and implementation in one period of teacher training. After the overall consideration of the cost and the feasibility, the writer selected the fairly mature technical platform---Moodle. The paper expounds the teaching of "Education Science Research methods" to primary school teachers in the Moodle framework, and discusses the means and process of blended learning under the environment. The paper discusses the framework and construction of Moodle, and the strategy of cooperative learning on Moodle. Though Blended Learning provides a new idea and means for teacher's on-the-job training, the key problem lies in how to integrate the two typical teaching patterns:face-to-face classroom teaching (i.e. concentrated training) and online learning.
