With the deepening and development of the innovation of higher educational system, especially the reform of high educational charge system and the expansion of the enrollment of the university, the number of poverty-stricken students become larger and larger, even amounting to 20 percent of the enrollment in some universities. The poverty-stricken students have become a widespread issue which attracts the focus of government, universities, parents and students themselves.In order to relieve the pressure of such students and their families, many universities also set up a system, including state educational loans and scholarships, grants, part-work and part-study system fund, subsidies for special poverty-stricken students and fee remission, etc., to give a hand to these students. However, with quite a number of defect and shortage, most of the universities'systems are far from perfect. These systems only have the functions of identification of poverty-stricken students and provide them with goods and materials. Subsequently, what is more urgent in the identification and management of poverty-stricken students is to establish a perfect and scientific model of identification and dynamic information management system. Through the analysis of previous literature and establishment of scientific identification model, this paper aims to make the management of poverty-stricken system more scientific and digital, and then set up the information management system of poverty-stricken students. At last, we can provide the management of student financial assistance meet the requirement of society and implement the concepts of students'orientation.This paper, starting from the Living issues and aiming at the model of identification of poverty-stricken students and information management system, combine the theory and practice into the mainstream. This article is divided into four sections. In the first section, the introduction, background, significance, ideas and methods are listed. In the second section, the concepts of poverty-stricken students and Analytic Hierarchy Process are stated. The third section analyzes the methods and problems of identification poverty-stricken students and establishes the identification model of poverty-stricken students. The paper ends with making the management of poverty-stricken students more scientific, reasonable and objective through analyzing the necessity and methods of establishing the poverty-stricken students' management system.
