Research On Performance Evaluation And Administration Of Colleges And Universities' Governmental S & T Investment

In Social Development, universities bear the missions of training talented person. innovation and product knowledge. the amount and quality of those outputs related to the development of our country directly. In global competition today. China put forward the strategy of technology promote national power pay great attention to universities' scientific and technological activities. Although the universities' government investment in science and technology growing sustained. and the output is also increasing, there are still many problems with universities' government investment in S&T. they resulting in poor performance, complete the system of performance evaluation and supervision play a significant role on enhancing performance. The paper carried out relevant research in order to complete the system of performance evaluation and supervision that can improve investment performance.In the performance evaluation, this paper choose indicators based on the main functions of colleges and universities' and the government's requirements with the universities. the output indicators including three blocks---personnel training. knowledge production and economic drive, with the principles of social functions and objectives reflected, exhaustive and rationality, operability and fairness, we establish the system of performance evaluation. and use the DEA SUPER method which based on entirely envelope surface to appraise the performance of colleges and universities" government investment in S&T from 2002 to 2008. the results shows compare with performance of 2002.2008 has an exaltation. but the performance vary severely in these 7 years, which shows investment in S&T by government didn't use very well by colleges and universities. need to be improved. On the aspect of monitoring. it has several issues, such as the distribution of funds is not reasonable, financial management and use is not in place, lack efficacious mechanisms of incentive and restraint and fail to introduce a large number of other sources of S&T investment. Combined with analyze the results of performance evaluation, the paper account government should define its role, introduce the market competition and optimize the investment mechanism:universities should strengthen management and supervision of the financial use:establish networking data platform. improve the incentive mechanism. explore other ways of S&T investment. introduce third-party rating agencies and establish managerial accountability are the task both government and universities need to do.The paper advanced a new object that is govemment's university S&T investment and evaluate its'performance. using DEA SUPER which based on surface-total envelope to do empirical analysis, advanced relevant advices about supervisions of govemment's university S&T investment based on the results of evaluation. give reference frame for universities and governments both at theory and practice.
