In 1999, Ministry of Education began to experiment modern distance education. Over the ten years, modern distance education in our country has developed rapidly. It has become a significant part of the national education system, and will play a more and more important role in the further education system and in the life-long education system. Distance education, which was just a supplementary part of national education system, has already become the first choice in today's learning society and is playing an indispensable role in structuring the life-long education system. However, the contradiction between the scale and quality of modern distance education has become more evident. The dual needs of scale expansion and quality improvement has become the main contradiction of the development of modern distance education in China. Network education practitioners hold that to improve the talent training quality of distance education and its social reputation is the objective need of the development of modern distance education, which is also the consensus of distance education practitioners. Modern distance education in our country is transforming from pursuing scale to focusing on quality, from relying on experience to cognizing rules. The evaluation of current E-Learning mainly aims at the teaching results of network education and network course. But this is not enough. The key body of network education is the students who study online, so whether the teaching quality is good or bad concerns the principle of"satisfying students".Learning satisfaction is a yardstick against which we can measure our teaching quality. By evaluate the learning satisfaction of the online learners, we can find the problems of network instruction and helps to distinguish, improve and upgrade the quality of teaching service. Based on a large number of literature and the features of learning satisfaction, the author tried to find out in theory the elements which affect the learning satisfaction of network education. Learning satisfaction of network education mainly aims at the learners, because they are the direct participants of network education. Besides, the teachers and the network course developers also participate in the network education, but they just have an indirect effect through network courses. Limited by time and conditions, the author mainly targeted at the two subjects of network education--teachers and students, and four elements--network courses, interaction, environment, and education resource.By means of questionnaire, the author got to know the present learning situation of Taian TV University, obtained the data of the independent variables and dependent variables which is essential for this essay, and then used statistical analysis and SPSS software to test the correlation between the independent variables and dependent variables, and finally made sure the elements affecting learning satisfaction, and proposed the principles for improving learning satisfaction of the network education.
