| Along with the implementation of the significant strategy that reviving the old northeast industrial base,developing Liaoning coastal economic zone and constructing Shenyang economic zone, Liaoning society and economy development has sprung up very fast in recent years. At the same time,with the rapid development of economy,the expanding opening-up,Liaoning migration population has increased year by year,demonstrating new characteristic and trend of exteriorization and diversification,which has,in turn,conducted intensive influence on the social and economy development.In order to promote Liaoning economy and the social harmonious and healthy development,it is necessary to make further research on the characteristic of Liaoning migration population,the intrinsic logic and reaction mechanism between migration population and economic development. To the contradiction and problems in development,make practical and feasible measures,provide scientific and reasonable guidance for migration population.This is the background and starting point of this study.Using Liaoning province as the example,this paper makes systematical research for the effect between migration population and economic development by the means of quantitative analysis and qualitative analysis together.First,it uses the quantitative tools such as data analysis and statistical analysis to study the characteristic of Liaoning migration population. Secondly,it uses the panel data model to analyze the effect between migration population and economic development.Thirdly,it uses the clustering analysis to discuss the regional differences of migration population.Finally, based on the empirical study,it analyzes the problems which exist in the process of migration population and economic development,also puts forward the corresponding policy recommendations.Conclutions of this paper are the followings:Firstly,the scale of Liaoning migration population is still growing.The migration population mainly concentrates in Shenyang,Dalian and Anshan.The majority of the migration population is working-age population.The intra-provincial migration population which migrates as the reason of social pattern and removal pattern has better-educated, the female of that is larger, the occupation distribution of that is relatively proporational.The inter-provincial migration population which migrates as the reason of labouring pattern and social pattern mainly engages in manual work,the education of that shows a "two high,intermediate low"characteristics,the male of that is larger.Secondly,economic factors have a remarkable positive function on the inter-provincial population ingoing,but they have no obvious function on the intra-provincial population ingoing.On the contrary,the inter-provincial population ingoing actively promotes the economic development.But the intra-provincial population ingoing,to some extent,restrains the economic development.Economic factors have different effect on the inter-provincial population ingoing and intra-provincial population ingoing,mainly because the reasons of migration are different. The inter-provincial population ingoing and intra-provincial population ingoing has the opposite effect on economic development, is probably relative to age structure,sex structure and occupational structure of the population ingoing.Thirdly, the effect between migration population and economic development differs obviously from region by region.The economically developed regions generally have the strength to attract inter-provincial population ingoing and there has been a significant positive interaction between migration population and economic development. The economically middle-developed regions have much less migration population and there has been no obvious interaction between migration population and economic development. The economically undeveloped regions have more intra-provincial population ingoing than inter-provincial population ingoing but there has been a negative interaction between migration population and economic development.Main policy proposals by this paper are the followings.Firstly, speed up construction of Liaoning coastal economic zone and Shenyang economic zone,advance the urban circle integration development,develop the area surrounding large cities,enhance the attraction to talented persons.Secondly,deepen the reform of household registration system,employment system and social security system.Establish the market-oriented mechanism of migration population.Built unified,open,competition,orderly talent market. Guarantee the basic rights and interests of migration population.Thirdly,pay attention to the economically undeveloped regions,practice the flexible employment and income distribution mechanism,optimize the service capabilities of migration population.Fourthly,set up a scientific statistical monitoring system for migration population and improve the management system of migration population to ensure the statistical information of migration population unified,accurate and complete which provide accurate scientific basis for decision-making.The main innovation spots in this paper includes:Firstly,for the first time,this paper systematically studied the effect between Liaoning migration population and economic development by the means of quantitative analysis and qualitative analysis together. Secondly,using the panel data model strengthens the dynamics of the study.Thirdly, using many quantitative tools such as data analysis,statistical analysis, panel data model and clustering analysis makes the conclusions more scientific and accurate.There are also some shortages of this paper.Firstly,the datas related to the migration population in the empirical part are calculated by household registered,so the results only show the effect between migration population of household registration and economic development. Secondly,due to the insufficient data available,there has no study on heterochronous accumulative effect and structural difference between migration population and economic development.
