Human resources are the most important resource of college, first as a college resource development in the college has an irreplaceable position. How to optimize the allocation of University Human Resources has become the university management and the researchers, is an important topic.University Human Resource Allocation theory and application, the foreign allocation of human resources with various targets, such as the U.S. Department of Education Index, the Carnegie Foundation for the Advancement of teaching indicators. There are also a theoretical research scholars, and achieved some good results. Such as Hunan Professor Wang Jian and others on the University Human Resource Management conducted a mathematical analysis, the coupling operation of human systems theory, through the system size, term limits, energy, structure and other elements to verify system stability and rationality of the human.In this paper, and to draw on existing research and practice at home and abroad based on the results, around the university's human resource allocation and optimization, both from the theoretical and practical elaborate study. Paper consists of five parts, the main work as follows:1. Paper the first part (chapter) describes the research background and significance of research, analysis and research status and summary of human resources for foreign universities to conduct a comprehensive analysis of the situation.2. The second part (Chapter II) on human resource management theory to explain the human resource allocation and optimization of factors and optimization theory. In order to facilitate a better theory, presented in Chapter III of University Human Resources Optimization Model, namely, human resources optimization model composed of three sub-models: Placement Model, staff assessment model, the brain drain forecast model. Thinking and decision tree algorithm applied probability theory, mathematical statistics, knowledge, established a number of university teachers model; multiple linear regression analysis, set up a number of College Teachers in the forecast model and the empirical analysis; application of AHP model methods to set up an examination system and evaluation model for university teachers.4.
