Research On The Efficiency Of Human Resources Of Higher Vocational Education In Hubei Province

National Education Reform and Development Program for Long-term (2010-2020) clearly proposed that improving the quality is the core task of the education reform and development. High efficiency is an important expression of high-quality, and improving the efficiency of human resources can effectively improve the quality of higher vocational colleges. Therefore, this article analyzes systematically the present situation of human resources utilization efficiency at Hubei higher vocational colleges and ways to improve the efficiency.There are six chapters in this article. The first chapter is the introduction, which includes the background and significance of research, research status at home and abroad, and methods. The second chapter defines the related concepts. The third chapter analyzes the present situation of the human resources utilization efficiency at Hubei higher vocational colleges by comparison of different levels and areas, from the three indicators which are student-faculty ratio, student-teacher ratio and teacher-faculty ratio. The fourth chapter analyzes the factors which impacts on human resources utilization efficiency of higher vocational colleges from the aspects of mechanism, system and technology, and discusses the problems in Hubei. The fifth chapter proposes some suggestions on how to improve the utilization efficiency of human resources at Hubei higher vocational colleges. The final chapter concludes the article, and puts forward the prospect of research.We find that Hubei higher vocational colleges achieved some success in the utilization of human resources. But there are significant difference in the utilization efficiency of human resources of different types and different regions. National model of higher vocational colleges in Hubei is the best. Half of the region's colleges don't reach the average level of province, and also have much room for development.By analysis of the factors influencing human resources utilization efficiency of higher vocational colleges, we can see that mechanism, system and technology plays an important role in improving the efficiency of human resources. This article proposes specific solutions for the problems in these three factors at Hubei higher vocational colleges. Higher vocational colleges should establish efficiency consciousness, strengthen the management of human resources, and formulate the management system combined with teachers'needs characteristics. In the implementation process, they should actively introduce a competitive mechanism, encourage teachers to participate in the democratic management of colleges, and strengthen the role of academic power. In addition, management and teaching technology should also be kept with the times.Literature which takes higher vocational colleges as the research object on utilization of human resources is little. So, the research results will have some reference value to Hubei province.
