| Fair education depends on reasonable allocation of educational resources,while resources are the basis of humans survival and social development.Therefore,the question of allocating resources comes up in order to allocate the resources reasonably to make them most effectively allocated and used.The unfair allocation of educational resources is the institutional factor that causes our country's unfair education.Sports education is the basis of the development of sports, at the same time,reasonably and justly allocating sports resources is an important precondition of fulfilling fair sports and promoting sports' sustainable development.Only if the resources are allocated justly will the inner parts of sports develop coordinately,and there exist such problems in the allocation of school sports resources.The resources is not enough,The disperse and utilization rate sports talent,sports facilities,sports funds,sports information is low.The investment channel is single and its amount is very small.The structure of resource allocation is unreasonable,and the circulation channel is impeded.The ablity of regeneration is extremly bad.Fair education is the reaction of compulsory education phase of the junior middle school sports resources allocation of research.Therefore,the research is of positively theoretical and realistic meaning for realizing fair school sports.Research results:1,the sexual ratio of physical education teachers which is 8.6:1 in junior middle schools in Weifang doesn't conform to the demographic regular pattern and goes against the school sports teaching, and the standard 3:1 sexual ratio can better take care of the physical and mental growth of girls;the largest percentage of 11-20 years school age of sports teacher accounts for 41.7 percentage,the percentage of 1-3 years followed by is 27.1 percentage, the proportion is 16.7 for 4-10 years while 8.3 percentage of 21-30 years,the percentage over 30 years accounts for 6.3 percentage;the basic education background of physical education teachers in junior high school 100 percentage follows the rules of Ministry of Education,and the education background levels have improved somewhat overall,meanwhile the qualified teachers in junior high school are increasing as well;the title of a technical post of physical education teachers is in general the primary and middle,senior is rare,and the survey shows 100 percentage of primary and middle;the social status of teachers is generally regarded as very noble,but not the same way in the physical education teachers' field,and in the physical education teachers' pride survey,it shows a depressed trend step by step from city to chase county.2,within the 12 surveyed middle schools,the 400 meters or 300 meters standard ground track fields accord with a requirement,the other fields are all equipped with except football and volleyball fields in 2 schools,the numbers of basketball court are the most among all the fields and 8 basketbal courts are equipped for the maximum, the statium are equipped in only 2 schools in suevey;and the sports equipments are all conform to requirements.3,the propotion of sports funds is 80 percentage from state appropriations with 20 percentage from school,there's no corporate sponsors or donor;the sources of sports funds are limited,so are the configuration, they all go against to the sports teaching activities.4,the information resource is the theory carrier of sports teaching support,during the survey,the main way to obtain information is network inquiries,then superior convey,the books inquires and the others convey,the schools are all equipped with the related books and periodicals about sports teaching.Countermeasure:1,enhance the consciousness of gym teachers'self-learning and self- elevating;2,Complete gym teachers employment system;3, Improve junior middle school sports venues, equipment utilization ways;4, Strengthen school sports legal system. |
