China, as a developing country, achieved remarkable economic development in recent years. In the knowledge innovation and technological innovation era, sustainable economic development is inseparable from the high-level scientific and technical personnel. Therefore, the development of higher education has become the object of common concern. Early 2010, the "national long-term reform and development Plan (2010-2020)" first described higher education in detail and pointed out that by 2012 the national financial education expenditure should be accounted for 4% of GDP. It can be seen that China will further increase education funding investment and attach importance to the development of higher education.Since the implementation of university expansion in 1999, the number of universities and the number of students have great increased. In 2009, the higher education gross enrollment rate reached 23% and our country got into the popularization of higher education stage. But, the level of indicators, hardware facilities, education funding, teaching staff and the level of scientific research which measure the competitiveness of higher education, is still far lower than the United States, England and other developed countries. The international competitiveness of higher education of our country is relatively weak. This reflects the defect of emphasizing the quantity and neglecting the quality during the development process of higher education. In recent years, the development of higher education throughout all regions of China also shows that the development of higher education deviate the regional economic development. So, how to coordinate the development between the two in order to form a virtuous circle between education and economic development has become a concerned problem of provinces and cities.This paper takes Liaoning Province higher education as the object of study, through studies its higher education competitive power to analyze the overall ranking of Liaoning Province higher education competitive power in the country. Finally, through to affects its higher education competitive power factor the analysis, to enhance Liaoning Province higher education competitive power to put forward the proposal. This article mainly includes four parts. The first part is an introduction, elaborates that the article research background and the significance, the research mentality, the structure arrangement as well as carry on the simple declaration for the related content. The second part is the article theory part, mainly to the current research results, the trend of development theory summary as well as the target construction and the research technique elaboration. The third part is empirical research. Through a variety of research methods, analyzes the situation of the competitiveness of Liaoning Province higher education. The fourth part according to the empirical research result, analyzes each factor which affects Liaoning Province higher education competitive power, thus for further develop the Liaoning Province higher education to put forward the proposal.In order to facilitate the horizontal comparison between regions, the indicator system includes six aspects 22 indexes, such as, teachers, teaching conditions, education funding, education scale, scientific research and teaching effects which reflect the overall strength of higher education. Using factor analysis to analyze the competitiveness of higher education in 31 provinces, autonomous regions and municipalities, get the level of higher education in Liaoning Province. However, the factor analysis loses some original information, so this article uses the method of the coefficient of variation to empower the various indicators and uses the gray correlation analysis to analyze the competitiveness of higher education in all regions. By comparing the results of both methods obtains that Liaoning higher education is more competitive, and the overall strength is top ten in the nation, and the factors develop relatively balanced. But it is still lower than the higher education level of Beijing, Shanghai, Hubei and Jiangsu these provinces and cities. Therefore, this article from five aspects, economic, political and policy, culture, education system., geographical environment and historical basis, researches the influence on Liaoning higher education.Liaoning as a great economical province, but in financial expenditure, the proportion of higher education funds is too few. The level of some mandatory evaluation is low. It is influenced by the strong cultural of official position, receives less social donor funds, so it only become a province of education but not an education province. In addition, the imbalance of higher education has affected the sustainable development of higher education. But, it was affected by priority development of the eastern region by the reform and opening up policy, its geographic location and historical basis, so the overall level of higher education still hold a good position in the nation. Considering the influence of factors and status of development, in order to promote the development of Liaoning higher education, the author proposes that under the premise of ensure that financial allocations in the main ways and multi-channel financing, appropriately increase regional higher education funds, while increasing the size of joint schools and businesses. Vigorously promote a combination of research personnel training mode. Combine the personnel training program for universities and university types and characteristics of regional economic development. Adjust the structure of higher education, while increasing the number of such institutions focus on quality improvement so that make Liaoning Province become an education province and provide human resources for economic development.
