Study On The Government Responsibility In Development Of Community Sports During

Community Sports in China is still a new concept for everyone, It contains a family sports, older sports, factories sports, institutions sports, governmental organizations sports, and so on. With the rapid development of the socio-economic, community sports development has increasingly shown an important role in many aspects of the social life. In this paper, The responsibility of the government and its realization in community sports development will be the objects of our research. Through the research of community sports development in Huimin District of Huhehot Municipality, it was recognized that local governments should bear what responsibility and how to take responsibility in community sports development.Through the use of literature, expert interviews, empirical analysis and normative analysis, case studies and other methods, by analyzing the current plight of community sports development—lack of government responsibility, the author believes that lack of government responsibility has deep-seated reasons of its system: From organization side, the government weakened sense of responsibility; From participation side, the Government controls everything; From the resource base side, laws and regulations are imperfect; From the methods and procedures side, management lacks of social awareness; From the purpose side, the collective affairs lacks of responsibilities.By analyzing the status and practice of Hohhot community sports development,the author believes that the development of community sports is a gradual and long-term process, which not only results-oriented, more emphasis on process. Therefore, people-oriented, continuous progress, the public participation, full of personality and to serve as the center became the basic features of community sports. However, the community sports should emphasize self-development, self-improvement; the Government's planning objectives and requirements must be reasonable; the process of implementation must include public's participation; the governance must be effective; the funds must continue and put in place. Based on the above discussion, I believe that the Community Sports Development Mechanism of Huhehot is benign, and its foundation is the realization of governmental responsibility. And further, local governments'responsibilities in community sports development are: establish operational mechanisms to promote community sports development work; make clear the responsibilities of all participators; provide funding and technical support; establish the system of the Government's responsibility target. In order to achieve this series of responsibilities, essentially requires us to have a responsible government.
