Since the reform and opening, with the adjustment of manifold economic structures,the transfromation of state-owned and collectively-owned enterprises, the ownership structure was further readjusted and improved and gradually diversified. The proportion of state-owned and collectively-owned enterprises has sharply declined,individually-owned businesses, private enterprises and other non-public sectors of the economy developed fairly fast and played an important role in stimulating economic growth. In the last few years,non-public enterprises have become an important component in national economy.According to statistics, the output value of the non-public enterprises stood at 50% of the total output value in China. Non-public enterprises has reached to the greater portion of all enterprises.The number of workers in non-public enterprises has been up to 200 million, accounting for above 70 percent of the country's 'total working population.According to the changing situation, whether organizing these workers into trade unions to the greatest degree will affect the implications to the very life and safety of trade unions and the basis of the party's ruling. Although in recent years, trade unions at all levels have made efforts to build trade union organizations in non-public enterprise and have made some achievements. Federation of Trade Unions has also become the world's largest trade unions.However,the non-public enterprise workforce developd very fast, in order to realize the goal to organize workers into trade unions to the greatest degree,we must make painstaking efforts in the future. What's more, even if some trade unions have been established, the level of construction is very low, it remains difficult to fully play its role, causing some damage to the interests of workers, workforce instability, labor relations and intensification of conflicts in several places, etc. The legitimate rights and interests of workers was not protected very well and has become a very discordant element in the process of building a harmonious society. Therefore, to strengthen the work of trade unions construction in non-public enterprises continully, to promote the lever of trade unions in non-public enterprises, to achieve the acchivement of a harmonious labor relations, consolidating the party's foundation and to promote economic development and social progress has become an importent issue that both party committees and governments at all levels should pay much attention to.It's also been an urgent task that trade unions shold be faced with. The thesis based on the analysis of S city in Henan province, utilized empirical research and literature srarch,investigation interview,comparative analysis and data analysis of research methods.Based on the analysis of the construction of trade unions in non-public enterprises, I used "Rational typothesis of Economic Man" as diagnostic tool, analysised the non-public enterprises,the trade unions, the workers and the non-public enterprises union during the process of the construction of trade unions in non-public enterprises.Through the analysis of the causes,I put forward some countermeasures and suggestions in order to promote the trade unions construction in non-public enterprises reach a new breakthrough..
