With the development of computer application, network has become an indispensable tool in our daily life and public opinions on the network have become an expression of public opinion that can not be ignored. On the one hand, public opinions on the network reflect social conditions and public opinion to a certain extent. On the other hand, public opinions on the network are susceptible to irrational factors, which will mislead the public and have bad influence on the government and the public. In recent years, a number of international and domestic emergencies quickly forms a network of public opinions and generate enormous public pressure, which can not be ignored by the government and the public. If they are not handled properly by relevant departments, they will result in bad public mood and actions, which will not only affect government image, but also hinder normal public administration, undermine normal order of the society and affect social stability.From the perspective of crisis management, this thesis analyzed the causes of public opinions on the network and their impacts on the government and proposed responsing suggestions at different stages, on the basis of 4R Management Model of Robert Heath. It consists of four parts:Chapter One described the research background and significance as well as the current state of this field at home and abroad. The framework and research methods of this thesis are also introduced in this part. In Chapter Two, the author concluded that public opinions on the network are to monitor the government, express patriotic feelings, spread rumors, express distrust of the government, control the network mischievously etc. and discussed the causes of each category as well as their impacts on the government. The third part provides an analysis of the current state of government administration on public opinions and its problems. It takes the incident of Co 60 leakage in Kaifeng and the contradictations in Weng'an Guizhou for instance to discuss these problems and their causes. The last chapter provides suggestions for coping with these emergencies at different stages, on the basis of 4R Management Model. Solutions proposed in this thesis can be concluded as strengthening the sense of crisis on public opinions on the network, promoting information transparency, improving relevant laws and regulations, standardizing the cyberspace, working towards excellent network gatekeeper, responsing timely, grasping the initiative of leading public opinion, feeding back after the event and restoring government image.
