Along with the cause of higher education's uninterrupted development, local colleges have experienced unprecedented improvement. Administration work, which is closely related to vital interests of the whole staff, plays an important role in the management of local colleges. As a result, the management of attracts the attention of many people. In this process,encouragement system is the most important keypoint.This paper focuses on analyzing the encouragement system of local colleges's adminstration staff from the aspect of humantiy.This paper is diveded into four chapters as follows:The first chapter is introduction.
