Along with the cause of higher education's uninterrupted development, local colleges have experienced unprecedented improvement. Administration work, which is closely related to vital interests of the whole staff, plays an important role in the management of local colleges. As a result, the management of attracts the attention of many people. In this process,encouragement system is the most important keypoint.This paper focuses on analyzing the encouragement system of local colleges's adminstration staff from the aspect of humantiy.This paper is diveded into four chapters as follows:The first chapter is introduction. It reveals the necessity and significance of the research, comments the discussion on this field at home and abroad and introduces the research methods and research ideas of this paper. The second chapter analyzes the characters of local colleges'administrative staff from the aspect of humanity. In the forth chapter, the writer points out some principles and countermeasures to complete the construction of encouragement system of local colleges's adminstration staff.As a high-quality group,local colleges'administrative staff have sophisticated social needs. Education departments and local colleges should take various measures to establish and perfect the encouragement system of local colleges's adminstration staff. Ii's necessary to construct a set of managenment system which takes performance as standard and takes service spirit as foundation by the usage of quantitative assessment criteria, clear conduction code, cooperation salary with achivements,etc.
