Setting up and innovating any system level needs the dual support of theory and practice,and government incentives are no exception.Under the grand background of the steady advancement of the current national governance strategy,the design and application of government incentive mechanism needs more theoretical traction and practical exploration.As the subject of government staff,they are the direct performance of administrative services and administrative responsibilities,Their mental state,enterprising consciousness,ability and quality,behavior orientation,etc.impact on the government’s social management and public service efficiency.It has become an important links for the current governments at all levels to keep the work carried out effectively that establishing a scientific,reasonable and operable incentive mechanism of the government as soon as possible to fully stimulate the work enthusiasm of the subordinate staff.How to balance the dual guidance and incentive role of “material” and“spirit” under the market economy conditions,and integrate the precise and efficient driving force of behavior in all dimensions,that is a urgent problems to be solved by all levels of governments,especially the grass-roots level.This paper chooses a village and town of Sichuan Province been the case study subject,has the incentive mechanism of the towns used for the analytic target,and explores the useful incentive mechanism in the current administrative environment through the use of empirical research method,mathematical statistics and other methods.Firstly,it has reviewed some concepts of these motivation theories.Setting out from connotation and quiddity,it summarizes the main styles and basic methods of modern incentives,makes a discussion of the action spot and investigates the course of institutionalization in the government incentive mechanism.Secondly,it has introduced the current situation and efficiency.Rely on the typical of this town,set up the construction of the township functional institution and promotion access,training and elimination,and performance award,and summarizes the implementation effect of the case incentive mechanism in the performance of duties,task completion,group value and service efficiency.Thirdly,it has deconstructed the difficulties and reasons on the case.Starting from the problem on describing the difficulties faced by the evaluation,reward and punishment,promotion and treatment,attributing the reasons to lack of the incentive operation,rule of law operation,internal competition and post-supervision,and putting forth improving.This paper is based on the theory introduction,current situation analysis and problem attribution,three kinds of heuristic strategies are proposed on how to buildthe thorough frame in the government incentive mechanism.The first is to set up an innovative environment with self motivation as the goal;the second is to explore and design a traction mechanism with external motivation as a means to explore the design of traction mechanism;The third is to taking the negative incentive as the spur,establish and perfect the implementation system.
