The Research On Government's Pre-warning System For Public Crisis Problems

In the era of economic and social transition, China is frequently confronted with public crisis, such as the SARS in 2003, the heavy snow, Wenchuan earthquake and San Lu licensing infant milk scandal in 2008, and the A type H1N1 influenza in 2009. These events have serious influence over the stability of the society and the development of economy. It's emergent for the government to deal with these crises timely and efficiently. Only by establishing a sound crisis management system can the government deal with these crises. The first and the most important step of crisis management is the establishment of a pre-warning system. The government should do all kinds of emergency preparation beforehand so as to lessen the loss brought by the crises to the minimum.Now, the research on public crisis pre-warning system in China is still in its early time, but has made some contribution. Laws and regulations in industrial safety, natural calamity, public health and terrorism have been issued, such as The Methods of Dealing with Emergency in People's Republic of China. The government also establishes correspondent pre-warning system in different areas, such as the pre-warning system of public health, the pre-warning system of food safety, and the disaster pre-warning system of earthquake, bad weather and so on. Some cities have established emergency interaction system, making great contribution to the public crisis management.However, our government still lacks crisis pre-warning consciousness, the research on crisis pre-warning is still lags behind, the government system is deficient, and non-government organizations develop slowly. As a result, there are some problems and deficiency in our public crisis pre-warning system, such as the data collection system still needs to improve, the responsibility is not clear, different departments cannot cooperate well and the plan is deficient. The deficiency in pre-warning system makes crisis management difficult and increases the cost of crisis management. Therefore, it's our chief task to establish a public crisis pre-warning system which adapts to the economic development and the social demand.Through the study on the public crisis management and pre-warning system and the analysis of the current conditions of our country, this paper absorbs the advanced experiences abroad and propose some suggestion on the improvement of the crisis pre-warning system, so that the government can avoid or reduce the damage brought by public crisis in the minimum cost and the fast speed.
