Citizen's Participation In Chinese Public Policy Making

It is a fundamental right awarded by constitution for the Citizens to participate in public policy making process and the participation includes a series of behaviors that the citizens put into the public policy making. Through the participation the policy information may become richer, the policy problem may get more accurate, the policy scheme may turn more scientific, the publicity of policy target may be more advanced and the Resistance and deviation of the policy execution may be diminished to a great extent. Nowadays the government has made a few progresses in citizen's participation in public policy making, the guarantee system for the citizens' has preliminarily formed, and the participation ways for the citizens are getting wider and wider. But there are also some problems in the participation such as the lower organizational degree, the non-smooth participation channel, the unreasonable composition of the participators, etc. These problems have brought negative influence to the efficiency and effect of the public policy in some extent. These problems originates from the various factor including the citizen's "economic man" nature, the policy makers incorrect idea, the citizen's inactive participation idea, the citizen's lower participation ability, the policy makers' lower technical ability, the Insufficient participation guarantee systems and so on. In order to improve the citizen's participation in public policy making, the government should perfect the participation guarantee systems, activate the available citizen participation guarantee systems, build rational benefit restraining mechanism and guarantee mechanism, develop the policy makers' democratic consciousness and policy making ability, promote the citizens' participation consciousness and ability.
