Study On The Existing Problems Of Finacial Management Of Shenyang Fire Research Institute

The government institution is one of the organization form of public section in our country, the reform of government institution is an important part of our economical reform. As the depth implementation and growing progress of government management system reform, the reform of government institution, which is a critical part and meaningful strategic step for building and perfecting socialism market economy system, has become an urgent desire of our society. In present phase, the measures for promoting institution reform have already been a top issue. On a micro-view scope, financial management is an important type of value management, a core constitution of financial work. As the changing of economic reform, the government institution, a important part of our society, their internal and external environment has also changed, thus their financial management have appeared many problems. How to improve our ability to circumvent financial risks, prevent the loss of state assets and enhance our financial management level, have become a primary issue for government institutions.Shenyang Fire Research Institute of Ministry of Public Security was established in 1965, is a comprehensive research institution affiliated to ministry of public security professionally engaged in the research, testing, standardization and fire engineering of automatic fire detection and alarm control, fire communication and command, fire prevention and determination such fire safety technologies.This paper firstly introduces the current status of financial management in government institutions, secondly introduces the importance, content, features and objectives of financial management in detail, then the basic information including business scope, structure and human resource was introduced. By analyzing the current state of budget management, asset management, as well as the revenue and expenditure management, this paper pinpoint the problems lies in the financial management of SYFRI, a further analysis on the cause of those problems was then given. Finally, combining previous sections, the author gave the solutions to those problems, and proposed a series of suggestions in strengthen budget management, prevention state asset loss, improve zero balance payment system, prevent and control financial risks and enhance internal audition.In general, strengthen financial management is critical to institutions. By doing this, all financial behavior can be standardized and constrained, state assets can be protected, capital effectiveness can be improved, and the healthy business operation can be guarded, thus realize the well and fast development.
