Research On The Problems Of The Establishment Of The People's Livelihood-Oriented Government

Paying attention to the people's livelihood,valuing the people's livelihood safeguarding the people's livelihood and improving the people's livelihood are the basic functions of the government. In the reforming and transformation time of our society and institutions, the establishment of the people's livelihood-Oriented Government is the important manifestation of insisting humanist, the improvement of people's livelihood and the pursuit of social justice and fair. It should be the elementary object of our country reform of administrative systems.In recent years, our party and government adopted a series of measures to promote the establishment of the People's Livelihood-Oriented Government. However, the establishment of the People's Livelihood-Oriented Government is still in the initial stage at all. There are still many constraints in the process, such as the impact of the traditional administrative culture, the unreasonable set of government functions and institutions, insufficient supply of the systems of government and unscientific evaluation standards for the performance of officers. Therefore, we must have a sober understanding to the Long-term characteristic and difficulty of the construction of the People's Livelihood-Oriented Government. Generally speaking, when reaching a certain stage of development, developed countries will value the people's livelihood. They have accumulated a great deal of successful experiences of improving the livelihood of the people, such as valuing the economic development and the improvement of people's livelihood equally, protecting the benefits of the minority groups and the operational mechanism of "the small government, the big society". These experiences have the significance to the establishment of the People's Livelihood-Oriented Government in our country. Combining the successful experiences from abroad with fundamental realities of our country, the article proposes specific measures to construct the People's Livelihood-Oriented Government, which includes creating atmosphere of emphasizing the people's livelihood, advancing the transformation of government's function and reforming the government's apparatus, advancing the reforming of the systems of the people's livelihood and the optimization of mechanism of government.
