Transformation And Orientation Of The Local Government Function From The Perspective Of People's Livelihood

It is the political opinion that Paying close attention to the People's livelihood which the party and the country proposed, The government take the responsibility and play an important role in improving the People's livelihood. The key to improve People's Livelihood issues lies in the government. At present, the government not only need to solve"the offside"and"the dislocation"problem but also avoid the"the vacancy"in social administration and public services. Local government is a part of the country's political system, and it is more closely related to daily lives of the people.The transformation of local government functions is the key to deepening the economic reform, a necessary requirement of political reform, the meaning of build socialist political civilization, an inevitable choice for building a harmonious society, the needing of solving livelihood problems, the external pull of international competition.This article analyzes our country Local authority function reforming and the localization from the perspective of people's livelihood. First, the thesis explores Our country's Livelihood issues, and analyzes the problems which the local government has behind the livelihood problems,based on the analysis, proposing the changes in the local government functions.Second,analyzes the basis of theory and practice of the local government functions'transformation. China's economic and political reform, the Nordic countries'practice of reform and the enlightenment is the practice foundation.Finally, the thesis explores the direction of local government roles and the local governments'transformation path. In order to solve the livelihood problems, achieve rapid economic development and social harmony and stability, the local governments should transition to the government which is service-oriented, responsible, limited, democratic and under the rule of law.In order to achieve the local government transformation in the construction projects of people's livelihood, we must change our Political philosophy, speed up the administrative reform and innovation, correctly handle the relations between the central and local governments.
