The scientific and democratization of administrative decision-making is the inherent requirements of administrative reform to improve the efficiency and the level of government administration. Scientific decision-making, its significance is to reduce the risks and costs of the decision-making and promote the public interest maximize, while the democratization of decision-making is the foundation of realization the decision-making more scientific. As China's political and economic reform implementing steadily, China is experience the period of change in the decision-making system which from a traditional to a modern decision-making system and from the empirical decision-making to scientific decision-making. Faced with increasingly complex social situations and diverse needs of the main benefits, how to avoid making mistakes, and strive to achieve a scientific and democratic administrative decision- making seems very essential.Now, with the paradigm shift of the administration research, the rise of new administration, new public management and governance theory, the original administrative system faced unprecedented impact. Manifested in the administrative decision-making is that more decision-making body is allowed to participation in administrative decision-making which completely change the original single dimension of the mainly top-down of the government power operational, non-governmental organization, the public and the media which outside the government subjects in the administrative decision-making process also plays a very important role. However, this does not mean that there already have perfect procedures, methods and system base for multiple subjects participate decision-making. Under the existing institutional arrangement, multiple subjects participate in decision-making is only a beautiful expectations. From this historical background, this article will aim to explore the theoretical basis of multiple subjects involved in decision-making .And accordingly, we will analysis of the development status of multiple subjects involved in decision-making, existing problems and the corresponding reason comprehensively, so as to found the institutional arrangement that can finally optimization the multiple subjects participate mechanism in decision-making.Firstly, this article reviewed the theoretical studies and research status of the administrative decision-making and multi-subject participate in decision-making at home and abroad. Secondly, under the base of clearly understood the administrative decision-making, multi-subject, and game situations of the main body in the administrative decision-making process that may exist, we use the governance theory, multi-center theory, coordination theory ,civil society theory and social capital theory to provide theoretical basis for multiple subjects involved in administrative decision-making. Thirdly, we analysis the main problems existing in multiple subjects involved in decision-making and pursue the causes combination to the performance of multi-participation in decision-making during different stages. Fourthly, proposed the objective, idea and presupposition of multiple subjects involved in administrative decision-making mechanisms optimization. Finally, in order to achieve mechanisms optimization of the multiple subjects involved in decision-making, I think it's necessary to integration of decision-making process, and establish multi-subject interaction mechanisms; change in the decision-making concepts, strengthen the participation sense of multi-subject; strengthening of protection mechanisms , optimize the environmental of multi-participation and other aspects of principal to integrate multiple subjects participation in administrative decision-making.
