Elderly nursing care refers to a kind of professional nursing care providing to elder people. Its basic task is to provide elder people daily care, medical care and psychological care based on their physical and psychological characteristics as well as social needs. Elderly nursing staff is full-time staff in elderly homes that provides professional and comprehensive care services to old people. For years, this industry has met problems like the inverse between income and the degree of the work, and limited space of development, etc. Therefore, few young people have interest on this position, which leads to this professional team not fresh and young and whole educational level not high enough.In recent years, under the imputes of the socialization of social welfare, private elderly homes become more and more common in the society. However, it is found out that nursing staff is difficult to hire and cannot work for a long period. This is already a common phenomenon and has been the main problem and bottleneck in this industry. Therefore, organizing short-term training to elderly nursing care staff, which can help them to have necessary care knowledge and skills, is an important measure. The phenomenon of population aging in China is still developing, under this situation; not only the scale but also the professional level of elderly nursing care staff cannot adapt the harsh reality. In this way, how to improve their work attitude and enhance their professional level is becoming a social topic with more and more concern.The introduction of public service motivation theory in this paper on the research of elderly nursing care staff's work attitude has a double significance: it is helpful to promote work attitudes, improve service levels, and verify the public service motivation theory in this particular industry. This paper uses both literature method and empirical research method to have research on the elderly nursing staff's work attitude in a perspective of public services and provide incentive countermeasures and recommendations to enhance their work attitude. Findings of this paper are mainly focused on the following two aspects: (1) the case of elderly nursing staff demonstrates the existence of public service motivation. Their public services'motivation can be measured through three dimensions like commitment on public interest, self-sacrifice and compassion; (2) the case of elderly nursing staff confirms the motivation of public services, to some extent, is able to influence the elderly nursing staff's work attitude. In this way, on one hand, the judgment of public service motivation can have a good control to hire elderly nursing staff; on the other hand, it can also stimulate elderly nursing staff through public service motivation.
