The Study On Zhang Zhi-dong's Administration Thoughts

The study object of this paper is the administration thought of Zhang Zhi-dong. The development of Zhang Zhi-dong's administrative reform thought is the clue of the paper. Based on literature research and methods of analogy, comprehensive Analysis and inference, the author summarizes the administrative reform thoughts of Zhang Zhi-dong, with a purpose of searching useful reference for modern China's administrative reform. The administration thought of Zhang Zhi-dong was influenced by the trandictional administration culture and modern western administration thought. He put forward the administrative guidance thoughts of"westernized Chinese style", which propose to learn and use the west administrative measures in education, transportation, finance, industry and commerce, administrative organization setting, etc, to promote the administration reform of modern China. Therefore, he made great efforts on transformation of the governmental functions, personnel administration, financial management, administrative legislation and administrative supervision, and finally, he acquired great achievements. The author also analysis the historical status of Zhang Zhi-dong's administration thought and discuss why the reform could not rescue the Qing dynasty. The thoughts of"westernized Chinese style"had been the guiding ideology of the new policy of late Qing dynasty. All these give us deep enlightenment in reforming the modern administration. Reformers should follow corect reform guiding thought, adjust their learning attitude, grasp the opportunity to promote the reform actively, appropriately and gradually.
