The Study On County Government Response Mechanism

There is no structural reform of politics, and there is no both the structural reform of economy and modernization, in government's work report in 2010. So, in this transition period, it is not only a primary task for the structural reform of administration to set up a responsive and democratic government, but also a voice for great public. County government as a functional grassroots government organization is one of people's government organizations that it caters grassroots public. Because it is best way to slove the problems from the public. Setting up the system of the county government response is a important base for all hierarchy governments to set up the government response system.Organized around the systematology theory,and based on a service-oriented government as well as responsive government of the relevant theory to study on system model of county government response. This paper states the four component parts of county government response mechanism that they are occurring source of county government response mechanism (government functions response,public needs response and prospective response),transmitter of county government response mechanism (grass-root research,statistics,media,electronic press,telephone),result output of county government response mechanism(carrier and determining policy) and feedback of county government response mechanism. This paper also analyzes the sequence,function,action and integrity,relevance,structure and dynamic balance of county government response mechanism. Finally, the practice in Dongning as the case demonstrates the current situation of county government response mechanism, analyzes the problems and cause to come to a emulational system model of county government response mechanism in Dongning. This paper illustrates the change of the county goverment from the managerial government to service government and sequence of the county government response system.
