Expanding Citizen Participation In Politics

Political Participation is one of the important standards of measuring a country's political development. In China, to expand the citizens'orderly political participation is the important aspect of socialism democracy construction, and the important ways of achieving that people master and administer national and social affairs. In this new age, along with the deepening of China's open-and-reform and the high-speed development of socialism market economy, the sense of right of different social groups and ranks is constantly awaken, and the sense of democracy and sense of political participation are obviously improved. Citizens'orderly political participation develops great, which powerful promotes the development of our country's socialism democracy construction and economic society. However, as the reform of our country's political system and social system remains in the process of continual consummation; disorderly political participation is caused due to the non-perfect of institution, participation system and legally participating channels, which to-a-certain-extant affects the development of economic society and the harmony society."Insisting that all country power belongs to people; expanding citizens'orderly participation in political affairs from all levels and all fields; and most-widely arousing and organizing people to administer national and social affairs, economic and cultural undertakings."is clearly reported in the Seventeenth National Congress of the Communist Party of China. Under the new situation, to seriously study the condition of people's political participation and to actively research the scientific countermeasures of expanding citizens'orderly political participation are mostly significant to thoroughly carrying out the spirit of the Seventeenth National Congress, further expanding the width and depth of expanding citizens'orderly participation, and pushing forward the fast-and-qualified development of our country's socialism democracy construction and economic society.Three aspects are discussed in this paper.The first part, expanding the theory and historical basis of orderly political participation .The following are mainly discussed: Firstly, the important ideas of the Marxist political participation. Marx's,Engels's and Lenin's concept of political participation as well as ideology of political participation of several generations of leaders of the Chinese Communist Party are discussed. Secondly, the historic experience of citizens'political participation before the reform and opening up. By reviewing the history of citizens'political participation before the reform and opening up, great achievements of citizens'political participation are summed up during the time after the foundation of our nation and before the reform and opening up .Meanwhile, experience and lessons are summed up by reviewing the kind of serious and impractical"great democracy"in the middle and late period of 1950s,e specially in the"Cultural Revolution".The second part, the analysis of expanding citizens'orderly political participation. Two aspects will be discussed. Firstly, the new development and requests of citizens'political participation since the reform and opening up. The new development of citizens'political participation after the reform and opening up, especially after the 16th National Congress of the Communist Party of China as well as the new requests of expanding citizens'political participation caused by the new situation. Secondly, the analysis of major problems and reasons of the formation .It tells us the major problems of citizens'political participation. Such as: the imbalance in China's political participation, the blind obedience and irrationality of citizens'political participation, the imperfections of citizens'political participation. It analyses the reasons of the formation of the problems. Firstly, the effects of the economy; Secondly, the low level of citizens'political participation; Lastly, the disadvantages of traditional political culture. The third part, the measures and choices of expanding the orderly participation in political affairs. This is the focus of this thesis and is discussed from six aspects in detail. It tries to find out the solution according to the new situation of political participation of Chinese citizens. Firstly, to adhere to the following principles during the process of expanding citizens'orderly political participation: the leadership of the Party, legal participation, stability and proper degree. Secondly, to promote sound and rapid economic development. Thirdly, to strengthen the political participation of institutionalization. Fourthly, to further improve the quality of citizens'political participation. Fifthly, continually to expand the methods and form of citizens'orderly participation in political affairs. Sixthly, to make good use of government's organizing and guiding role in citizens'political participation.
