Research On The View Of Government Management In The Promotion Mechanism Of Philanthropy's Development

As an important part of social security system, charity is playing an increasingly important role in China. Philanthropy is an important part of public management, for our community solve a number of issues which government is difficult to take into account. At present, development of charity is not ripe in China, the role to meet the current needs is still limited, compared with Western developed countries, it is lagging far behind. Why China's charity develop slow, how to promote it better, faster and healthier are current hot topic in social research with positive and practical significance.Based on the current conditions, for the development of charity, the article is from the government management point of view, through the historical review, theoretical analysis, comparative analysis, practice, study and other aspects of development of Chinese charity to raise our own system of charity career promotion mechanism.This article is from the management point of view, integrated use of administrative science, sociology, law and other disciplines of knowledge to start a charity for the research object. Follow the questions, analyze and solve the problem of writing ideas. First, the analysis of the development of charity and its relations with the government past and present, from the relationship between charity and the government management. Secondly, from the government, charitable organizations, civic to study the charities development. After that, the U.S and British governments of developed countries to support the development of the advanced experience of charity, and compared with our experience. Finally, the role of government, philanthropy, the development of the external environment, charity development within the environment, relevant laws and regulations in a bid to put forward a sound development of China's charity support mechanism for the government.The development of China's charity is lagging behind, there is too much government intervention, lack of credibility of charitable organizations, civic charity awareness is not strong, weak awareness of issues such as corporate philanthropy. Problems arise with the role of the dislocation, charity culture negative, the relevant laws and regulations related to missing or incomplete. Although the role of our government guarantees a certain extent, the norms and management of charitable organizations, but also to some extent, undermined the autonomy of charitable organizations in the long run is not conducive to the development of philanthropy. Anglo-American countries the successful experience of the development charity told us that the government's role in philanthropy should be more reflected in the guidance, supervision and protection, rather than intervention, control and leadership. Specifically, our government should be the role appropriate to transfer, from the leader to navigate, from the organizers to control, from managers to supervisors. After a clear government role, from tax incentives, access threshold, the spirit of incentives, such as increased efforts to support charitable organizations; from oversight mechanisms, accreditation system, in charge of fundraising and project management system and so improve the system; from school education, media campaigns, volunteer services, corporate culture to foster the establishment of charitable and cultural mechanisms.
