After "9·11" incident broke out, the Bush administration regarded terrorism as the number one enemy and quickly adjusted its national security strategy, shifting to focus on terrorism. International anti-terrorism alliance led by the U.S launched the war on Afghanistan and Iraq in the Islamic world, and quickly overthrew the Taliban regime and Saddam's rule, achieving a degree of success. But the Bush administration vigorously promoted "preemptive strike" strategy, implemented double standards on terrorism issue, which not only hindered international cooperation against terrorism but also put the U.S into the embarrassing plight of anti-terrorism; Conflicts between the Islamic world and the United States continued to be intensified and began to spread into ideological field, American strategy further bogged down.Obama adjusted the U.S. foreign strategy the moment he came into office, "Obama doctrine" seems be vividly portrayed. It is an opportunity for the United States to be out of the plight of Afghanistan and Iraq, the Obama administration took "smart power" strategy for the new diplomacy and emphasized international mechanisms as well as multilateralism. However, no matter how the Obama administration's anti-terrorism policy is adjusted, it must serve America's national interests,just using different tools to find a legitimate excuse for its anti-terrorism.
