The critical goal of diplomatic strategy is to expand the war of anti-terrorism, and to adjust the military strategy. The U.S has to strengthen the security of home and enhance the investment in domestic defense; conduct strategy from the Containment to the Initiative Strike in abroad. In addition, the government unceasingly reform organization of intelligence and deepen the extent of anti-terrorism in finance.
