On The Control Of Community Crime

Crime is an old topic, which is an extremely complex social phenomenon that has plagued the development and the progress of human society. At present, China has entered a new phase of the building a socialist harmonious society, while building a socialist harmonious society, undoubtedly, requires a stable and orderly society as a whole. Stability and order is the basic characteristics of a harmonious society in any county, social stability is an important prerequisite for building a harmonious society. However, there is no doubt due to some of China's reform and development of deep-rooted contradictions and the problems gradually exposed, in recent years, crime was high incidence of posture, serious crime has led to social disorder and thus jeopardize the public's recognition of a harmonious society, and serious impact on a harmonious society building. Similarly, the Western countries have experienced rapid economic development and the throes of the crime expansion.In order to control crime, the theory community and the practitioners raised a number of theoretical perspectives and treatment strategy.1829, since the day of the birth of London Metropolitan police until to 1970s, the Western countries experienced three times police reform. Due to social change, a large number of social contradictions exposed sharp increase in acts of social anomie, crime showed a substantial growth although experience these series of reform, and the ability to combat crime of the police questioned by the public which deepened the crisis of confidence in police. The face of social law and order situation and the public pressure, the western countries, without any intent, the community policing as a crime control under the grim situation is a rational choice for the police which is community-based, co-operation with the community and close relationships between community and police to control Community Crime phenomenon, to create a good community environment.In early 1990s, China introduce the conception of the "community policing", but since the establishment of national, the public security organs has always stressed that uphold the mass line and the specialized work items with the working principle of emphasis on strengthening the work of the building of grass-roots level policing, emphasizing and co-operation, mass prevention, emphasizing combining crack down on crime to prevent the main. We could see, since the establishment of national, the Chinese police guiding ideology, social security strategy and its measures are all implies in the modern sense of the community policing content. This paper is in the view of community policing to look at China's current Community Crime governance.This article is divided into four parts,in addition to the introduction:The first part is explanation about of the community governance of crime as a whole. This part of the sociological perspective, the use of comparative study method of the concept of community and sorted on an analysis of functions of the community, while at the crime in the Context of governance, based on the current social security comprehensive management of the objective reality of this used in the "community" was defined. Meanwhile, since the establishment of national of the community governance model of the evolution of crime carried out research on a variety of patterns and explained the characteristics of the background.The second part is describing the community-oriented policing model of community crime control. That part is introducing the historical origins of community policing, and theoretical basis are presented separately proposed the connotation of community policing on crime, community policing-oriented model of governance for a comprehensive analysis, deepen our understanding of community policing in the community governance of crime in the Learn. At the same time, also problem-oriented policing and community policing in the crime, the role of governance in the process of analysis, the authors thought that although they are two different kinds of policing model, but there is the work necessary to learn from each other in practice.The third part is analyzing the current implementation of community policing-oriented governance model of community crime problems, and put forward some solutions.
