Political Indifference: An Obstacle To The Building Of Grass-roots Democracy

But the fact that a significant number of citizens for various reasons related effect of lazy to exercise their political rights, autonomy involved in the process of the breadth and depth, as well as the enthusiasm is not enough so that greatly reduced the effectiveness of grassroots democratic self-government. This kind of apathy with our political activities at this stage needs the active participation of the public at large contrary to democracy and the rule of law is not conducive to China's establishment of a genuine democratic rule of law.In this paper, field surveys and comparative study of methods, through five villages in East Yunnan village S field surveys and a large number of existing research literature related to data analysis and data processing using SPSS software on individual variables related to quantitative and analysis, and its influence to do the villagers the importance of political participation, correlation analysis to identify the main obstacles affecting the grass roots self-government, and try to propose solutions to this kind of political apathy of sexual response.Paper is divided into six chapters, introduction, study overview, political apathy manifestations, cause analysis, the negative impact and countermeasures and proposals. The main part of the post four parts. Manifestations of political apathy part, the author of four stages from the start, from democratic elections, decision-making, supervision and management of four areas, respectively, the indifference of the villagers the village committee introduced the S state and performance, and its overall characteristics were summarized , such as the number of passive candidates and more women than men, and so the degree of indifference.In the Analysis section, the author from an objective and subjective internal factors, external factors, begin, respectively, pointed out that the political participation of affected villagers, subjective and objective factors. Objective factors are mainly low level of economic development, the traditional thinking, the village structure, and village cadres corruption. Subjective factors driving force for lack of interest, political efficacy is weak, their participation in capacity constraints and its own inertia and so on.The basic requirements of democracy is that there is broad participation, without full participation, it is impossible to implement true democracy. The political apathy of villagers makes the grass-roots democracy greatly reduced effectiveness of the system, its negative impact is mainly manifested in: dilute the village cadres, the interaction with the public, for the corruption of village cadres left a space, delaying the process of village autonomy, as well as weakening of the democratic system the effectiveness of such.Finally, the author tries in five aspects of the proposed village self-government for the digestion of political apathy in response to recommendations are: to ease official - China antagonistic relationship, save village cadres and villagers interaction; to increase the villagers income for the villagers to participate in the political offer material base; regulate the election of village cadres to rebuild the image of village cadres; to strengthen the villagers of "political", as well as through the media, and expand political participation channels of information farmers.
