The National People's Congress (NPC) of China, a representative organization, takes charge of benefit distribution. The composition of NPC members'status is one of the important points of its representativeness. The composition of NPC members'status can deeply influence their official work and benefit distribution among different classes. In reality, there are lots of imperfect aspects on the composition of NPC members'status. These have a negative effect on representativeness of NPC members and lead to unfair social benefit distribution. This paper is trying to find the relationship between NPC member status and benefit distribution by studying the composition of NPC members'status and their proposals. It includes four parts as follows.Part 1: NPC members'statusThere is an important relationship between the composition of NPC members'status and benefit distribution, so NPC members'status should be given first attention. The part will discuss from three aspects: the evolvement of the composition of NPC members'status, the duties and rights of NPC members and the representativeness of NPC members, that is, who the representatives represent and the relationship between them and the voters.Part 2: Social status and duties of NPC membersThe weight of distinct NPC members'opinions and suggestions prompts the relationship between the content of the proposal and the member's career.Part 3: The formation of opinions and suggestionsNPC members have the right to agree on the opinions and suggestions. The analysis of the formation of the proposals can reflect how benefit distribution is carried out. The representatives'proposals should have reflected public opinions. But in fact, there is still a gap between the proposals and public opinions at present.Part 4: ConclusionThere is a relationship between the composition of NPC members'status and benefit distribution. This requires a suitable proportion of member constitution in different social classes to ensure fair benefit distribution. |
