| Nowadays, there are almost 50 countries which have made laws in respect of the information disclosure. The construction of information disclosure system in our country starts later .From the 1980s when it was gradually disclosed, to 17th January 2007 when the first government's administrative regulations of information disclosure in our country Regulations on Government's Information Disclosure of the People's Republic of China (hereinafter referred to as Regulations) was officially promulgated, we have experienced a long wait and hope .On May 1st, Regulations was officially enforced. In the same year, because of the great earthquake on May 12th,it was seen by people the government and media's determination and courage on the practice of Regulations.Thence,we enter a period that there are laws to go by about the government's information disclosure. That's a significant historical event of Chinese government'democratic reformation and has profound historical significance.In this paper, the authors expand the discourse primarily in terms of media responsibility. On one hand, the implementation of Regulation ensures the media's executive duty of "social public weapon". On the other hand, the media should know the new responsibility under the new situation and really practice promoting and supervising the government's duty of information disclosure. As for the deficiencies of the media's activity in recent two years, the author put forward some corrective suggestion and countermeasure about it.The paper contains four parts:The first part discourses the progress and significance of the government's information disclosure. Since the reform and opening to the outside world, the implementation and promulgation of Regulations make it two stages. The author discusses the deficiencies existing after the government's information disclosure and the significance obtaining after the implementation of Regulations.The second part is the paper's key part. It mainly discourses the new duties after the implementation of Regulations. For example, the media should supply channels and platforms for the government's information disclosure, should expand the breadth and depth of the government's information disclosure and should supervise the breadth, depth and progress of the government's information disclosure;The third part analyzes the deficiencies of the media's performance of the duties and the countermeasure for dealing with them. Such as the problem of management and system, the insufficiency and flaw existing in the media's helping and supervising the government's information disclosure, the problem of the media's self-discipline and so on. For these problems, the author put forward some adopted countermeasures. |
