People's Republic of China is on the crucial stage of social transformation. Changes in ever-increasingly speed are happening in traditional social and economic interests structures, power structures and people's thing patterns. The public servant, the owner and the performer of the country's authority, is also affected by the radical social transformation. In the process, many public officials are trapped into the interest entanglement and degrade to economical corruption. Thereby, it is indispensible to set up a mechanism for the prevention, supervision and punishment of the corruption that is complete and far-reaching.The civil servant's property declaration system is an operative supervisal system which is commonly adopted by most coutries of the world.It makes the income and variation of property of the public servant so transparent that they are all under the public's supervision. Thereby, this system ensures the public's right to be informed and to participate adequately. By means of national legislation, it differentiates the public servant's personality from the post that he is shouldering explicitly.In order to ensure that the public authority will not be occupied as ther own and the public interest wil not be violated, the boundary between individual interest and public interest should be clearly defined and evading this barrier should be treated as a kind of crime.However, the construction of property declaration system of civil service workers is still on the pilot stage.There isn't an efficient system to supervise the property of civil servants and the correlative policy documents are too vague and general.As a result, the execution is just a formality that can't play an important role.So, researching the theory and background of China's current property declaration system of civil servants and analyzing the current situation and problems of the system can contribute to putting forward well-directed measures and advices.The article is divided into four parts:Part one:Introduction.In this part, the author analyze the background and significance of the property declaration system of civil servants.The research current situation abroad, the thought of research, the innovation and the deficiency will also be discussed in this part.Part two:Summarize the basic theory of the property declaration system of civil servants.Mainly introduct the concept and connotation of the system, as well as some interrelated theories and the function of the system.Part three:In this part, issues that exist in the property declaration system of China's civil servants were discussed in detail. And it was analyzed from three aspects: Ethical dilemma of civil servants'property declaration; Legislative dilemma of civil servants'property declaration; Relevant regulations'deficiency of China's current civil servants'peoperty declaration.Part four:Strategies on the construction of property declaration system of civil servants. By strengthening the civil service ethics, promoting construction of the legal system of the civil service property declaration system and advance the civil servants to declare property, construction and improvement of the system to resolve the construction of the Dilemma of the civil servants property declaration system, and working hard for a better Chinese characteristics civil servants property declaration system.
