Since the 90s of the 20th century, with the context of globalization, the growing complexity of social change, the international community to more competition, many States are varying degrees of economic, political and social problems.Theses problems weaken the foundation of government legitimacy. At present, China is in the critical period of transition to a socialist market economic system, various levels or deep or shallow social contradictions are emerging.We may encounter the developed countries, emerging market economies have encountered problems, also may experience other transition countries are experiencing the twists and turns.How to maintain the legitimacy of the government to further promote the construction of a harmonious society, is a major issue in our country.Government performance is an important criteria to measure a government's performance and effectiveness of management activities.To establish a sound performance management system and improve government performance is very importmant for promoting democracy and political stability, economic health and development, and improving people's living standards, social equity and justice, and strengthening the basis of government legitimacy.But now, in the process of improving government performance,Chinese Government is still faced with uneven and unscientific economic development, unperfect related system.Therefore, our government should practice the scientific development concept, strengthen the ideological basis, effectively change the government functions, improve the evaluation system, promote civic political participation, improve the system of selecting and appointing cadres to government performance, enhance the entire society trust in government, and strengthen the legitimacy of the government.
