| The Fifth Session of the Sixteenth Central Committee of the CPC puts forward that building a new socialist countryside is one of the great historical missions in socialist modernization. We should accelerate the building of new socialist countryside, guild and encourage numerous farmers to participate in the building new socialist countryside actively in order to form the bright situation of self-governance at the primary level of society.Grass-rooted democracy in rural areas is of great significance for the building of the new socialist countryside and moderately prosperous society in all respects. Under the leadership and guidance of the Communist Party of China as well as the governments, grass-rooted democracy in rural areas has scored great achievement, forcefully stimulating economic development and social stability. Meanwhile, because the grass-rooted democracy in rural areas starts relatively late and is restricted by the lagged-behind rural economy, traditional political culture and imperfect law and institution, there are still quite a few problems and difficulties at present. If these problems cannot be solved properly, they would do harm to the process of building the grass-rooted democracy in rural areas, furthermore have a negative influence on the realization of socialist countryside and moderately prosperous society in all respects. Thus, the paper studies the perfection of grass-rooted democracy in rural areas in the new period looking forward to supplying some valuable suggestions for it.The paper is based on the socialist democracy theory, following the clue of the development of grass-rooted democracy in rural areas, in the logical sequence of theoretical explanation, practical inquiry, problem-analysis and route-choosing. The paper mainly adopts research synthetic analysis, research literature analysis and empirical analysis, summing up the achievement and problems then seek the respective measurement. The paper can be divided into three parts. The first part is preface, which introduces its significance and purpose, domestic and abroad research tendency and researching method, trying to seek the solution to the existing difficulties. The second part is the main body, which are subdivided into three chapters. The first chapter presents the painstaking exploration and the significance of strengthening the primary-level democracy. The second chapter objectively analyzes the achievement we have scored and the main problems we have to solve and inquires the underlying reasons. The third chapter tries to find out the measures. We should put forward the development of grass-rooted democracy in rural areas by developing rural economy, cultivating new type of farmers, setting up and perfecting the relative institution, constructing reasonable organization-mechanism. The third part is conclusion. Throughout the discussion above, we can draw out the conclusion that the grass-rooted democracy in rural areas is the great creation for socialist democracy form and is the profound choice of the farmers. Owing to the fall-behind economy, politics and culture in rural areas, the perfection of grass-rooted democracy in rural areas will go through a long, painstaking progress. We should take actions step by step.
