Exploration On The Grassroots Democracy Construction In Contemporary Chinese Army

The report to the Seventeenth National Congress of the Communist Party of China (CPC) stresses the need to develop grassroots democracy as the basic project for the development of socialist democratic politics. The military democracy is an important component of the socialist democracy, and the grassroots democracy is an important part of democracy within the army, Strengthening the military grassroots democracy is the most fundamental and most specific work to implement the scientific concept of development, and its meaning is very important. Currently, there are some new situations and new problems in the grass-roots army, and there have been some new features of the soldiers. Therefore, it must adapt to the present situation and the new generations of soldiers'characteristics, focus of the current army of grassroots democracy, find and solve in these grassroots development problems which have the vital significance to inherit and carry forward the democratic traditions in the new period, enhance the military capability to win.The thesis is made up of three parts. Starting from revealing the meaning and significance of the army grassroots democracy, the thesis analyses the meaning and the importance of grassroots democracy. Then, on the basis of investigation, from officers and soldiers'democratic quality, democratic laws and regulations, the content of democratic practices, democratic practice channels, the thesis summarizes four pairs of contradictions of grassroots democracy in the new period.Finally, the article gives some suggestions for strengthening the military grassroots democracy from improving officers and soldiers'democratic quality, improving the grass-roots democratic system, enriching the content of grassroots democracy, and broadening the channels for grassroots democracy.
