The Study On The Ethnic Policies Of Sheng Shicai Government

Xinjiang in the Republic Of China was a dramatic transition period in society, the various trends of thought from different directions throught different channels and methods influenced Xinjiang society in varying degrees, while the values of Xinjiang government to formulate the national policies, in addition not only subject to China's total environment and Xinjiang's small environment, but also with the geographical and historical subject closely related to the surrounding environment, and the nation values, views of the state, political outlook of the ruler and many other factors. During the thirty to forty years in twentieth century, for the increasingly prominent problems in Xinjiang's ethnic around the complicated situation at home and abroad, Sheng's government had formulated and implemented a series of national policies which with the development trend of history,and played an important role to promote the progress of various nationalities and social stability in Xinjiang .In this paper, the Sheng's government was in power during 1933 to 1944 ,for the content of national policy in Xinjiang, from three aspects which was the formation of background, content and impact of the national policy to study the national policy of Sheng's Government. Through the research of national policies of Sheng's government, we can find previous governments'change in national policy guidelines and values in Xinjiang during the Republican Of China from a historical perspective, and provide historical reference for the correct handling of ethnic relations, maintain social stability in Xinjiang.
