Research On Modernization Of Law Awareness Of The Farmer In Poor Areas Of Hebei Province

In the 30 years since the reform and opening up, the country society in China is in the critical period of transition when the rural areas are from the traditional country to the modern country, which requires not only the modernization of law system in rural areas, but also the modernization of law awareness of the farmer. Modernization of law awareness of the farmer can promote the integration of city and countryside and the building of new socialist countryside, implement the basic principle of ruling the country by law, and speed up the socialist modernization of Chinese country. Through analyzing the status of the farmer'historical development, we can conclude that modernization of law awareness of the farmer is a long-term and arduous systematic engineering.The law awareness of the farmer in poor areas of China is still in the initial stage, and has become a weak link in the process of modernization of law in our country. The law awareness of farmers in poor areas is the original ecological performance of the law awareness of the groups of farmers, and can reflect the lowest representation of the law awareness of the groups of farmers in our country. Hebei Province is a major agricultural province, and has a total of 39 poor areas and a huge number of the poor. In order to study the current status of the law awareness of the farmer in poor areas, this article sampled the poor farmers of 10 poor areas from the groups of farmers of 39 poor areas in Hebei Province for the survey. Through questionnairing and interviewing, we analyze the current status of law awareness of farmers in poor areas, and reveal that although compared with the traditional farmers, the law awareness of contemporary Chinese farmers has been greatly improved and developed, the law awareness of farmers, particularly in poor areas, is still in the initial stage at present. The overall legal quality of farmers is not high. The awareness of democratic politics of farmers is not clear. The awareness of little lawsuit is still deep-rooted. The relationship is still strong in the countryside. The law is lacked of trust by the farmers, and the way in which the legal knowledge is acquired is single and narrow. The weak law awareness of the farmer in poor areas has become the outstanding problems.The dynamic of the modernization of law awareness is the complex reason system that is composed of the main elements which make social subject promote the transformation of law awareness. This article uses the dynamic theory of the modernization of law awareness, analyses the reasons of the current status of law awareness of farmers in poor areas both from the push factors and from the obstacle factors, and in allusion to the obstacle factors that affect the modernization of law awareness of the farmer, gives some suggestions that should be promote the modernization of law awareness of the farmer. It is the fundamental approach that the socio-economic development of the integration of city and countryside. It is the key way that enhancing the quality of farmer and transforming the concept of farmer in poor areas. It is the insurance way that improving the operating environment of rural law. It is the basis way that innovating the model of legal education in rural areas. These positive and effective measures are not only in favor to promote the modernization of law awareness of the farmer in poor areas, but also provide the theoretical reference that help boosting the legalization in Chinese rural areas.
