| Premier Wen Jiabao has clearly pointed out in the Government Work Report in 2010:"We will strengthen administrative accountability. All persons who are derelict in their duty fail to do their jobs or do them irresponsibly will be held fully accountable." Strengthen the responsibilities of government officials and to build responsible government has become the latest developments of China's political reform. Based on the definition of the concept and combing of relevant theories, this article makes a comparative analysis on the differences of the theories and practices of the administrative accountability system between the West and China, studies the administrative accountability practices carried on in Shenzhen, with the aim to improve the administrative accountability system of local governments.Firstly this paper introduces the administrative accountability status quo of theoretical study at home and abroad, and then defined the concept of accountability and theoretical basis. Secondly, analysis the practice of administrative accountability status quo based on analysis the development process of the administrative accountability of local government. Thirdly, analysis the practice of administrative accountability status quo in Shenzhen, pointed out the characteristic and existing problems of Shenzhen at this stage. Such as allograft accountability are relatively weak and unsound legal accountability, etc. Finally, this thesis summarized some beneficial revelations, such as the administrative accountability of United States local governments, the administrative accountability of Britain local governments and so on. These all advanced some useful insights on the construction of the accountability system for Chinese local governments. Such as strengthening the accountability allograft; rely on the system to promote administrative accountability procedures; clear administrative powers and responsibilities of accountable, effectively expanding the scope of accountability; improve the back mechanisms of officer; complete with supporting administrative accountability measures; build new administrative accountability culture; actively promote legal and administrative accountability; strengthen administrative accountability combined with performance management. |
