In response to lack of flexibility and poor metabolic mechanisms, government employee system is a kind of new issues of employment taken the form of the government human resource management principles and employing the mechanism of innovation and breakthrough, which draw on the Enterprise Staffing practice and system, through the operation of the market and the employment contract, has opened up a new channels of abstracting talented employees into the government. Since 8 years of trial in part of local government, researchers extensively discussed and studied, but the theory of systems yet to be established. Especially in 2006, after releasing the "Civil Service Law", government employees was taken into the civil service Administration System and form the civil service appointment, making lake the application of a typical model in region. This article aims to summarize some areas of domestic government employees system, tried to explore the learned experiences and lessons, and reasonably borrowing abroad effective means of managing government employees, pay attention to running modern public human resource management techniques and put forward the methods based on the proposed government for the Beijing area employment system (civil service appointment system) application model.Beijing as the national capital has a unique location advantage, such as the inclusive institutional culture, the accumulation of human resources, high profile human resources market, better civil service management system, which determined the unique aspects of government employees conditions. Through comprehensive using of literature, comparative analysis, empirical analysis and other methods, taking the expected survey of Beijing implementing government employee system as the entry point, attaching importance to the overall planning and entire process of government employees management, making the detailed research on the rules construction, selection of recruitment, career development, development training, performance evaluation, compensation design, security and other aspects of the statutory power and putting forward the "Beijing Model"-a scientific, rational, workable, consistent with actual conditions in Beijing with modern human resource management means. Adjust and improve the existing civil service management, deepening administrative reform, promotion of modern service-oriented government building, and provide the experience measures for China other relatively developed areas.
