Deliberative Democracy: A New Way To Resolve The Ethical Dilemma Of Grass-root Administrator

The ethical dilemma of grass-root administrator not only troubles individual administrator, but also has a direct impact at the grass-roots level government administrative behavior and political stability of our country. Finding an effective method to resolve grass-roots administrators'ethical dilemmas is not only of great theoretical significance, but also has its practical urgency. Therefore, with the hope of achieve a breakthrough on this issue; this paper proposes a Deliberative Democracy way to resolve administrative ethical dilemmas.This paper analyzes the performance and causes of grass-roots administrators'ethic dilemma in our country. The third part briefly introduces a trial of resolving grass-roots administrators'ethic dilemma in our country-Wenling "Democratic discussion. " The fourth part is the focus of this article, the article expound the function of deliberative democracy in resolving grass-roots administrators'ethical dilemmas by using the case of Wenling "Democracy discussion ",and hold that deliberative democracy plays a positive role in the following aspects: brings preferences transfer to different participators; makes administrators uphold public interest; clears roles of administrators; makes administrators uphold the public responsibility, and enhances the ethical judging ability of administrators. The article analyzes several factors that may influence the function of deliberative democracy, and points out that, in order to improve the function, we have to improve the institutionalization level of deliberative democracy, enhance the negotiation ability of all participants; and expand the scope of deliberative democracy. In the writing process, the paper combines theoretical and practical research methods, specifically, includes literature, logical reasoning, case studies and field observations methods. AS the paper probes into the ethical dilemmas from the perspective of deliberative democracy, overcomes the deficiencies of the original research perspective, so it has some innovative and theoretical significance. In addition, as the practice of Wenling "Democracy discussion" can be extended, so the paper has certain practical significance as well.
