A Study On Guarding Against Our Civil Servants's Moral Hazard

Coining with the globalizatin and risk society, China is also facing the risk of social structure brought by transition period, and the most impactable of the risks is the moral hazard of civil servants in politics, which seriously affected the image of our government,damaged the interest of our people and country and destroyed the economy and our society. In the time of building the harmonious society, we should guard against the moral hazard of civil servants to the extent possible, reducing the social harm raised by it.This thesis writing the definition and features of cilvil servants's moral hazard fisrtly, then summing up the general maral status of civil servants by analyzing the relate documents and cases, and pointing out performance and the imperilment of moral hazard in all sectors .In the article, the inefficiency of public power's commission and deputization is considered as the general root of the civil servants's moral hazard, and the lack of related system and the risk of civil servants's social capital are the special causes of our civil servants's moral hazard.This thesis holds that it is an important and difficult project to guard against moral hazard of civil servants. Firstly, we should innovate and improve our relvant systems to provide the external security of guarding against the moral hazard; Secondly, we must strengthen the moral education of civil servants in order to achieve the moral self-discipline; last but not least, social capital is an important measure which may be ignored in guarding against moral hazard of civil servants. So, we should pay attention to the civil servants's social capital and play its active role. Only combined with the perfect system,moral eduction and social capital, can we guard against the moral hazard of our civil servants effectively and maintain the Social stability.
