Since the copyright collective management systems have been, it has become an important aspect of the copyright management and protection. China has established a comprehensive system of copyright collective management, which can help copyright holders exercise their rights better, users use works facilely and reduce copyright disputes. The entire information and cultural industry development needs it, and it is an essential requirement for economic law of value.In China, the theory has been more emphasis on copyright collective management based on the theoretical study. The promulgation of "Collective Management of Copyright Regulations" is a milestone for the development of system of copyright collective management, which ends no legal basis for the operation of copyright collective management. But now, copyright collective administration is at the initial stage of slow development, so there are many questions need be resolved in theory legislation and practice. Combining some of the questions of practice, this thesis put forward views on the basis of the analysis of the basic theoretical issues on copyright collective management.Firstly, first of all, the thesis analyzes the concept of the collective management, then describes the development of this system among foreign countries and the origin of the system, and further points out the inevitability of copyrights collective management of copyright. Secondly, the thesis conducts a comparative study on the copyright collective management system. These three questions are more controversial questions in the development of the collective administration. Analysis of these issues and learns from the successful experiences of other countries pave the way for the fourth part of the discussion. Thirdly, the thesis analyzes the problems of copyright collective management system: legislative questions and many problems that exist in the operation of the organizations. Fourthly, in view of the problems of copyright collective management system, the thesis propose two targeted recommendations and countermeasures. On the one hand, we should be further improve the law of copyright collective administration; on the other hand, we should enhance the mode of operation on copyright collective management organizations. The only way is to keep up with the international standards of copyright protection and promote the prosperity of Chinese culture.
