Whether you live in the distant ancient times or well-developed high-tech era, since ancient times, clothing, food and housing is a basic human life. One of the "housing" is an important basic human right. But because various reasons, "housing" as a right has not received wide attention. With the recent fluctuations in house prices over a period of time, as well as housing policy around the introduction of the housing problem that has begun to attract attention, the right to housing research is very necessary.In this paper I start with the concept of the right to adequate housing, analysis of the nature and content of the right to adequate housing and expound the right subject and the obligation subject at the same time I bring forward that the government and everyone in the country are the obligation subject of the right to adequate housing. Through international texts and national constitutional provisions regarding the right to adequate housing, Further reaffirmed the importance of the right of residential, from abroad and domestic legislation and other safeguards citizens the right to adequate housing and combined with China's ongoing housing construction and reform raise a number of suggestions on how to comply the right to adequate housing China's citizens.In this paper, the first chapter I start with a different understanding of the concept of the right to adequate housing .First of all I introduce the academic understandings of the right to adequate and then the exemplification in the international version of the text and the Constitution, so that readers will have a more comprehensive understanding about the meaning of the right to adequate housing.In the paper I cited one of a lot of history and international documents to set up for China's citizens the right to adequate housing system to provide an international standards and templates. Chapter II tells the universality and particularity,enthusiasm and negativity justiciability and define the right to adequate housing are what kind of rights, it breaks the traditional theory which only recognizes the enthusiasm and justiciability of the right to adequate housing and does for the rights and obligations of the right to adequate housing and that the government houses the main role of security of a theoretical groundwork. To understand a human right, in addition to clear the meaning and nature of rights ,we would also like to know "Who the enjoyment of the rights," "Who is responsible for obligations". Chapter III introduces the subject of the right to adequate housing and pointed out that this is mainly directed against the rights of vulnerable groups and then pointed out that the state and non-state actors have obligations to protect the right to adequate housing. Through the analysis of national obligation to protect the right to adequate housing, I Clear that the country in ensuring the realization of the right should be the responsibility , and propose a solution for the below to do the groundwork .In today's society with the National Center limitations for the of responsibility gradually expose, the non-State actors should also bear part of the responsibilities to reduce the burden on the country.And after introducing the basic theory of the right to adequate housing, I will tell how to achieve the target of the protection of this human right. In the forth chapter I introduce the right of citizens of the contents of residential further description of the meaning of right to housing. Chapter V first presents an overview of the residential status of our citizens and analysis of several deficiencies of the housing accumulation fund system low-rent housing system and the affordable housing system. Finally I analyze the implementation of the right to adequate housing from the legislative, executive and non-state actors.
